Peter Anstey presents a thorough and innovative study of John Locke's views on the method and content of natural philosophy. Focusing on Locke's Essay concerning Human Understanding, but also drawing extensively from his other writings and manuscript remains, Anstey argues that Locke was an advocate of the Experimental Philosophy: the new approach to natural philosophy championed by Robert Boyle and the early Royal Society who were opposed to speculative philosophy. On the question of method, Anstey shows how Locke's pessimism (...) about the prospects for a demonstrative science of nature led him, in the Essay, to promote Francis Bacon's method of natural history, and to downplay the value of hypotheses and analogical reasoning in science. But, according to Anstey, Locke never abandoned the ideal of a demonstrative natural philosophy, for he believed that if we could discover the primary qualities of the tiny corpuscles that constitute material bodies, we could then establish a kind of corpuscular metric that would allow us a genuine science of nature. It was only after the publication of the Essay, however, that Locke came to realize that Newton's Principia provided a model for the role of demonstrative reasoning in science based on principles established upon observation, and this led him to make significant revisions to his views in the 1690s. On the content of Locke's natural philosophy, it is argued that even though Locke adhered to the Experimental Philosophy, he was not averse to speculation about the corpuscular nature of matter. Anstey takes us into new terrain and new interpretations of Locke's thought in his explorations of his mercurialist transmutational chymistry, his theory of generation by seminal principles, and his conventionalism about species. The success of political efforts to create a more open economy in Brazil over the past decade has depended crucially on support from the industrial sector, which long enjoyed the benefits of protection by the state from economic competition. Why businesses previously so sheltered would back neoliberal reform, and why opposition arose at times from sectors least threatened by free trade, are the puzzles this book seeks to answer. Drawing on more than one hundred interviews with industrialists and business association (...) representatives, as well as a wide range of other sources, Peter Kingstone argues that the key to understanding the behavior of industrialists lies in the impact of four factors on their preferences for reform: the effect of economic crisis on industrialists' perception of the viability of the earlier development model; the sectoral location of their firms in the economy and the advantages historically accruing therefrom; the adjustment options available to them given their position in the market; and the credibility of the government's promises about reform and its tactical choices for getting them implemented through the political system. The mix of these four factors, Kingstone shows, left business preferences relatively malleable and thus available for support of reform, even in the face of potentially high costs. Whether such support was forthcoming depended on industrialists' perceptions of the ability of government leaders to deliver on their promises. Widespread resistance to reform occurred when leaders lost their credibility. Under Fernando Collor's leadership, that credibility was never recovered; under Fernando Henrique Cardoso's, it was recovered through increasing concessions to industrialists on the character of the reform program. There is a conflict of interest in behaviorism between diction and content, between clean speech and effective speech, between what we say and what we know. This article gives a framework for speech that is both clean and effective, that respects graded validation of hypotheses, and that favors distinction over doctrine. The article begins with the description of SDT, a mathematical model of discrimination based on statistical decision theory, which serves as leitmotif. It adopts Skinner's distinction between tacts and mands, (...) the former as responses under the predominant control of the stimulus and the latter as responses under the predominant control of the reinforcer. To analyze behavior is to understand the relative contribution of each of these loci of control, measured as d' and C, respectively. SDT is then applied to causal attributions. It is shown that Skinner's fundamental model of behavior, the three-term contingency, is itself a causal structure, with the initiating stimulus an efficient cause, the reinforcer a final cause, and the response and its various components the substrate upon which these act. In light of these correspondences, covert (mental) processes are viewed as links in a causal chain, under joint control of initiating and reinforcing stimuli. Their ascription is an inference, made with confidence when the links rise to the surface and with dubiety as they sink to the abyss. There exists no threshold at which the links become a different kind of thing; there are only gradients of clarity and confidence about what we take them to be. The host to these processes has a privileged but corrigible perspective on them and on the history of reinforcement that led to them. Skinner's model of the operant is a useful causal model of many nested levels, including covert processes such as cognition. In the avatar of SDT his model provides a tool for qualifying verbal behavior, including descriptions of cognition. (shrink)

Several million people are treated with neuroleptic medications in North America each year. A large percentage of these patients develop a chronic neurologic disorder-tardive dyskinesia-characterized by abnormal movements of the voluntary muscles. Most cases are permanent and there is no known treatment. Evidence has been accumulating that the neuroleptics also cause damage to the highest centers of the brain, producing chronic mental dysfunction, tardive dementia and tardive psychosis. These drug effects may be considered a mental equivalent of tardive dyskinesia. Relevant (...) data are derived from human autopsies, brain imaging , neurophysical tests, and clinical research. That the neuroleptics can damage higher brain centers is confirmed by their known neurotoxicity and neurophysiological impact, animal autopsies, and a comparison to diseases that mimic neuroleptic effects, such as Huntington's chorea and lethargic encephalitis. Patients and the public should be informed of the danger of both tardive dyskinesia and tardive dementia. The mental health professions should severely limit the use of neuroleptics and develop safer and better alternatives to these dangerous substances. (shrink)

This paper examines the contents of the sixth paragraph of the “Tyrrell Memoir”. This paragraph makes some strong, critical claims about both Locke’s “obsession” with the London physician Thomas Sydenham, and his purported dismissive attitude towards another physician, Richard Lower. In the paragraph, Tyrrell sides with the First Earl of Shaftesbury’s mocking attitude towards the triumvirate Locke, his close friend David Thomas, and Sydenham, and relates some extraordinary and hitherto unknown anecdotes. Peter Anstey rejects the widespread view that all knowledge for Locke is propositional. He argues, instead, that Locke accepts a form of non-propositional knowledge. The perception of the agreement and disagreement of ideas, according to Anstey's interpretation, is akin to what Bertrand Russell called “knowledge by acquaintance.” He presents a careful, four-step analysis of Locke’s view of the acquisition of knowledge, which is designed to show how the mind proceeds from perceiving to affirming, then to assenting, and finally to (...) verbalizing propositions. This comprehensive account takes into account a variety of remarks Locke makes about perception, knowledge and true or false propositions, and Anstey claims that overall this interpretation is a better fit than the orthodox view that Locke held all knowledge to be propositional. The benzodiazepines can produce a wide variety of abnormal mental responses and hazardous behavioral abnormalities, including rebound anxiety and insomnia, mania and other forms of psychosis, paranoia, violence, antisocial acts, depression, and suicide. These drugs can impair cognition, especially memory, and can result in confusion. They can induce dependence and addiction. Severe withdrawal syndromes with psychosis, seizures, and death can develop. The short-acting benzodiazepines, alprazolam and triazolam , are especially prone to cause psychological and behavioral abnormalities. The sources of data (...) to support these observations and conclusions are discussed in regard to the scientific method. For I left on the voice-mail of Professor Martin the title of the lecture: “Augustine and a Crisis of Wealth in Late Antiquity.” I received—again by voice-mail—a delighted reply. He fully approved of my title: “Augustine and a Crisis of Wills in Late Antiquity.” I realized, to my shame, that I had awoken false expectations in the heart (...) of a great Augustinian scholar. Of course, “Wills” is what a St Augustine Lecture should be about. It was on the Will that Augustine wrote with greatest passion and tenacity, and with the gravest long-term consequences. And I had offered, for the occasion of a St. Augustine Lecture, not “Will” but merely “Wealth.”. (shrink)

Early modern experimental philosophers were opposed to speculation, and yet many endorsed speculative theories. This chapter gives a partial explanation of why this is so, using Robert Boyle’s acceptance and promotion of the corpuscular philosophy as a case study. It argues that, in addition to furnishing experimental evidence for the corpuscular hypothesis in his Forms and Qualities, Boyle attempted to establish its epistemic superiority over other speculative theories on the grounds that it is founded upon superior principles. In his ‘Excellency (...) and Grounds of the Mechanical Hypothesis’, Boyle claims that the principles of the corpuscular philosophy are more intelligible, more parsimonious, ontologically primary, simpler and more comprehensive than those of its rivals. On grounds of comparative plausibility then, according to Boyle, the corpuscular philosophy is eminently preferable to its rivals. The final section of the chapter traces the legacy of Boyle’s appraisal of the epistemic status of the corpuscular philosophy in the writings of many of his compatriots from the mid-1660s to the Cyclopedia of Ephraim Chambers of 1728.
